I have no idea about this in Quebec, but is there a possibility that the RSEQ also has the provincial government in mind - i.e. wanting to be careful not to embarrass the provincial government as they make and announce their decision - or possibly direct communication with the provincial government on what to decide and when?

Just to be clear - I just don't know enough about Quebec and the RSEQ to do more than raise this as a possibility.

(In Ontario, as far as I can tell the public regards the decisions of the ON universities as being made largely independently of the provincial government, so any negative feelings from the ON university decisions are not being reflected onto the Ontario government. But I don't want to assume that the same holds true in Quebec)
