Default SFU to concentrate recruiting south of the border

Mr Johnson is going to concentrate on Washington state for recruiting in the next few years with 80% of his budget. His staff does not feel the talent in Canada will help him compete in the NCAA and establish his program. He feels the Americans are more developed at the HS stage. This leaves Mr Olsen of UBC in a very good position here in BC for recruiting. This raises a few questions.
Could UBC compete with SFU in Scholarship dollars handed out?
With HS Football in BC at an all time high in participants, is SFU wrong in their assesment?
Should we in BC go back to Canadian Rules in HS?
Will SFUs entrance requirements be too high and if so would SFU lower the requirements?
