It's almost as if they specifically don't want that game to happen.
Third time in six years [2013, 2015 & 2018] Guelph and Western won't play in the regular season. I agree it makes no sense. Top tier teams like Western, Guelph and Mac, and you can now add Laurier based on the past two years, should have to play each other EVERY YEAR.
