It is especially odd since men's hockey is mostly made up of former junior players, who can enter whenever they like. The average age of CIS hockey teams wouldn't be much different than what caused the rule change in football. I guess the difference is that Ontario and Quebec have good junior hockey leagues, but their junior football leagues are junk compared with the West.
