I'll do the history work! Agreed, if we're going best all-time OUA QBs then Bill Kubas should be in consideration:

-OUA and CIS rookie of the year ('90)
-OUA second team all-star ('90, '91)
-Yates Cup MVP and National Championship winner ('91)
-OUA first team all-star ('93, '94)
-CIS first team all-star ('94)
-Hec Crighton Award winner ('94)
-Set OUA records for most TDs in a season with 23 in '94 (currently ranks in second all-time, Denison and Brannagan are tied for first with 24 TDs) and TDs in a career with 66 (still ranks third all-time there)
-Set OUA records for most passing yards in a career with 8,424 yards (still ranks 7th all-time) and most completions in a career with 546 (tied for 6th all-time right now with Austin Kennedy)
-Finished his career with the second most passing yards in an OUA season in '94 with 2,295 (behind only Dan Feraday at the time)

The OUA was the dominant conference in the late 80s and especially the early 90s, and during that time Kubas was a force out there. Should be on the list.
